He might just be like that with his friends who are female but I doubt it. There seems to be some sort of attraction there. Maybe he is trying to make you want him and chase him before he sets the deal. Some guys like to be chased just like girls. He could really be grounded from his phone but his parents might make him keep it with him during school hours just in case. They can turn text messages off too. Maybe he brings the phone but it isn't activated. There are a ton of different reasons why he has a phone and doesn't reply back. Ask him when he is going to be off grounded from his phone, maybe talk to him on yahoo or aim or even facebook. Ask him if he wants to hang out and do something and see if his actions change.
